Eligible applicants include specific juvenile detention centers in Wisconsin or the county agency responsible for managing the facility including county human services agencies, sheriff’s office, or county court. Only the Rock County JDC, Racine County JDC and SRCCCY, and Northwest Regional JDC are eligible to apply. ​​

This program aims to fill gaps in Juvenile Detention Centers (JDCs) and Secure Residential Care Centers for Children and Youth (SRCCCYs) mental health and substance use disorder screening, assessment, treatment, and reentry services.​ Read the full grant announc​eme​nt.​​​​​

​$5,000,000 is available for this project. For each award received under this grant announcement, $350,000 is available for an initial 25-month project period. Additional funding of up to $150,000 could be available to extend the project period by twelve months for a total potential award of $500,000.


DOJ will seek a no-cost extension (NCE) to extend the COSSUP FY24 project period to September 30th, 2028. The additional $150,000 of funds will be contingent on its approval and satisfactory program performance measures.


​Funding will be awarded to at least ten eligible entities including city, township, county, or tribal governments to plan, develop, and implement one or more of the six pathways of deflection as outlined in the Wisconsin Deflection Initiative Essential Elements (WDIEE). Site selection will vary based on the state's underserved or rural geographic areas, local overdose fatality data, and existing gaps in evidence-based services for people with substance use disorders who intersect with the criminal justice system.

This funding will support comprehensive programs that address substance use challenges in their communities, with a focus on opioids, stimulants, and other substances.​ Read the full grant announc​eme​nt.​​​​​​​​​

​​This SCIP funding aims to provide funding to counties and tribes across Wisconsin to support crisis response programs, suicide awareness, firearm safety awareness, trainings, and programming to decrease the amount of firearm deaths locally.
