Mark Rather, DLES Administrator

Attorney General Josh Kaul appointed Mark Rather to serve as the Administrator for the Division of Law Enforcement Services in August 2025. 

Mark served as the Deputy Administrator of DLES from July 2023 through his appointment as the Administrator. Before joining DOJ, Mark was the section chief of the Dealer and Agent Section in the Wisconsin Department of Transportation’s Division of Motor Vehicles. 

Mark began his law enforcement career in 1997 as an emergency dispatcher with the West Allis Police Department. He later served in several roles at the West Milwaukee Police Department—including officer, detective, sergeant, and lieutenant—and as deputy chief at the East Troy Police Department.

Mark is a 2015 graduate of the Federal Bureau of Investigation (FBI) National Academy, and earned his Bachelor of Science in criminal justice from UW-Milwaukee and his Master’s certificate in law enforcement leadership and management from Marquette University.
