The Department of Justice Division of Law Enforcement Services (DLES​) leads a collaborative and inclusive effort to provide information, training, grant funds, and data collection efforts to all Wisconsin law enforcement agencies.

​Mis​si​on

The Department of Justice Division of Law Enforcement Services engages, educates, and support statewide law enforcement. We will achieve this by listening to our stakeholders, provide timely and accurate information, and respond to feedback.

  • The Crime Information Bureau (CIB) is responsible for managing four state-wide programs: the Transaction Information for the Management of Enforcement (TIME) System, state criminal history repository, Handgun Hotline, and concealed carry licenses/certifications.​
  • The Training and Standards Bureau (TSB) coordinates a variety of criminal justice initiatives and serves as the staff of the Law Enforcement Standards Board (LESB). It administers the Board for certification of law enforcement, tribal law enforcement, jail, and secure detention officers; of instructors; and of academies. The Bureau administers reimbursement of training expenses for participants in LESB programs and coordinates and​ supports​ statewide training provided by the Department of Justice to the Wisconsin law enforcement community.
  • The Bureau of Justice Programs (BJP) is responsible for administering the state and federal grant funds supporting criminal justice, juvenile justice, and elder justice initiatives. BJP provides grant administration guidance and manages special projects, such as the Drug Take Back Program. 
  • The Bureau of Justice Information and Analysis (BJIA) is responsible for conducting research, analysis, and program evaluation to support evidence-based decision-making. The BJIA also serves as the Statistical Analysis Center (SAC) for the State of Wisconsin and oversees statewide data collection programs, including the Wisconsin Uniform Crime Reporting (UCR) program (which includes the Wisconsin Incident-Based Reporting System and Use of Force and Arrest-Related Death (UFAD)), Search Warrant Data Collection, and Treatment Alternatives and Diversion Data Collection.​​
